This work involves the full span of technical duties in the programming, implementation, operation, repair and maintenance of the Statewide Interoperable Radio Network, and IP/TDM, UHF digital P25 trunked statewide radio network for the use of municipal, county, state and federal public safety agencies and organizations. This is technical work at the full-performance level on the full range of UHF digital P25 trunked statewide radio and IP/TDM microwave radio network operational issues. Analyzes and resolves issues relating to connectivity between agencies, multiple locations and multiple platforms. Effectively identifies and resolves network technical issues emanating from the SIRN network environment and user community. Analyzes and repairs various telecommunications equipment such as network switches, servers, routers, dispatch consoles, network alarm systems, communication tower lighting, base stations, microwave radios, backup systems and repeater network sites. Programs radio network client subscribers, microwave client circuits and radio frequency antenna combiners. May deal with network operations issues or situations of unusual difficulty where time and resource loss are critical and network recovery is of primary importance. Assists in testing, evaluation and installation of new hardware and software upgrades.

HOMELAND SECURITY TRAINING & EXERCISE COORDINATOR

Define certification standards in compliance with the National Qualification System (NQS). Conduct regional and statewide workshops related to all aspects of the National Preparedness System (NPS). Act as primary administrator of State Learning Management System (LMS) database. Responsible for and maintenance of all student training records/transcripts. Track compliance with training certifications. Reviews/approves applications submitted for National Training and Education Division (NTED). Reviews/approves applications for attending Emergency Management Institute (EMI) courses. Reviews/approves direct delivery course applications submitted by local jurisdictions for in-state training. GRANTS MANAGEMENT SPECIALIST 1

and reimbursement requests for payment. Monitors the sub-grantee's project performance to maintain compliance with
all relevant state and federal regulations and guidelines. Assists Hazard Mitigation Manager with development, review,
interpretation and implementation of grant program plans, policies and procedures. Conducts preliminary damage
assessments, site visits and initial inspection of disaster affected areas with federal, state and local officials for
submission to federal grantor for review. Oversee the grant final review and closeout process.

EMERGENCY SERVICES SPECIALIST

Coordinates stakeholder meetings to collect information, review stakeholder comments, conduct after action reviews,
and related activities. This would include the integration of all federal guidelines for the mitigation plan. Coordination
with regional planning organizations on the development of standard hazards to evaluate. Develop standards for data
collection to ensure appropriate content. Creates uniform template for plan development at state and local level.
Develop schedule for updating and maintaining compliance with federal guidelines. Writes and edits WV State Hazard
Mitigation plan to include the development of guidelines for writing local mitigation plans. Develop standard guidelines
for compliance with CPG-101 and federal hazard mitigation plan requirements. Conducts training on development of
Hazard Mitigation plans for employees of the Emergency Management Division and other stakeholder agencies. Provides
support to training and exercise programs. Provides training to local units of government related to the development of
WV State Hazard Mitigation plans. Works with regional Planning and Development Councils, LEPCs, emergency
management agencies, and other stakeholders on proper plan development techniques.
Minimum Qualifications

HOMELAND SECURITY GRANT MANAGER

Performs complex and critical professional and supervisory work in the role of the State Hazard Mitigation Officer (SHMO) of the West Virginia Emergency Management Division (WVEMD). Responsible for developing, planning, coordinating and evaluating the statewide Hazard Mitigation Assistance (HMA) Program and serving as the primary point of contact (POC) with the Federal Emergency Management Agency (FEMA) on the hazard mitigation assistance grant program in the state. Hazard mitigation includes any action taken to reduce or eliminate long-term risk to people and property from future disasters. Plans, coordinates and evaluates the work of HMA Project Officers and HMA Planners and other staff. Assists in the development of requests for major disaster declaration by the President. Provides consultative services and technical assistance to grantees, state and local agencies and community organizations and the public in damage assessment, determines funding amounts and priorities, determines sources of funding for nonfederal match, and monitors progress of projects and ensures compliance with federal and state guidelines. Oversee the disaster grant cycle process to include project scoping, project development, project submission, project review, project award/obligation, project implementation/monitoring and award closeout. Coordinates with agency fiscal staff the receipt and processing of disaster grant execution rates by sub grantees and sub-grantee requests for reimbursement. Oversee the completion and submission of all disaster grant related paperwork. Coordinates and conducts sub-grantee field assistance visits and audits. Assists regional coordinators in all disaster grant related matters. Assists in the preparation and release of disaster grant program information to the media and general public. Performs specialized communications work involving the receipt, analysis, and reporting of information and notifications within the centralized watch center of the Emergency Management Division. The watch center is staffed 24/7/365. Monitors emergency/tip-lines, radio frequencies, and various data collection systems in order to provide first-line, proactive awareness of ongoing events. Receives and reviews time-critical information and notifications in order to provide early warning, response and recovery information and guidance. Work involves obtaining, analyzing, prioritizing, recording, and reporting incoming data and notifications and communicating relevant information to applicable individuals and organizations including federal, state, county, and local agencies. Coordinates resources and communications regarding local, regional, and statewide incidents of interest in conjunction with municipalities, counties, Emergency Management agencies, military authorities and various departments to ensure timely implementation of Emergency Management plans, policy, and regulations. Operates a variety of telecommunication and electronic equipment including telephones, electronic communications, radio, satellite, law enforcement and other specialized networks, computer consoles and various early warning weather alert systems. Monitors, answers, and obtains relevant information from the Mine and Industrial Accident Rapid Response System, the Safe Schools Helpline, the DEP Spill Line, Mine and Industrial Safety Tip Line, State Fire Marshal Arson Hotline, the Beaver Valley Nuclear Power Stations Initial Notification Line, the Beaver Valley Nuclear Power Stations Gold Executive Conference Line, the National Warning System (NAWAS), the Statewide Interoperable Radio Network (SIRN), and FEMA National Radio System High Frequency Radio Network. Monitor weather radar/watches/warnings/advisories and conduct statewide weather briefings with area weather services. Maintains situational awareness by monitoring local, state, and national events of interest to the state. Work is performed independently within established protocols and procedures under general supervision of a lead worker or the shift supervisor who reviews work in progress and periodic conferences. Employees in this position may be required to work for extended periods of time under stressful conditions as a result of emergency situations or disaster events. Performs other duties as assigned.
Minimum Qualifications
Training: Graduation from a standard four-year high school or the equivalent. Experience: One year of full-time or equivalent paid part-time experience in public contact work. Special Requirements:(1) Successful completion of the telecommunicator employment test that is administered by the State Policy Personnel Section;(2) Must successfully complete the required 40-hour WEAPON Class at the State Police Academy.(3) Must maintain a current certification as WEAPON terminal operator (re-certification every two years);(4) Must successfully complete the nationally recognized 40- hour training course that is required by WV Code 24-6-5within one (1) year from the date of employment to remain employed;(5) Must successfully complete emergency medical dispatch certification program.
